The short answer
In Palm Beach County the structural review owners call recertification is the milestone inspection, which must be performed and sealed by a Florida-licensed engineer or architect. Reports use Form EB18-2024 and are uploaded through the county portal by the architect or engineer who prepared them. The county rules cover unincorporated areas; cities such as Boca Raton run their own programs.

Structural reports in Palm Beach County

- Phase 1, Phase 2 and Phase One Amended reports all use Form EB18-2024 and are uploaded through the county's Milestone Inspection Form Submission portal with the building's Reference ID, one building and one report type at a time, and only by the architect or engineer who prepared the report.
- The county page covers unincorporated Palm Beach County only. Cities with their own building departments, such as Boca Raton, apply their own rules.
- The county sends certified letters to associations in the year the inspection is due, and the inspection must be completed within 180 days of receiving the letter unless a fixed legacy deadline applies.
- Buildings that reached 25 or 30 years before 1 July 2022 were due by 31 December 2024, and those reaching that age between 1 July 2022 and 31 December 2024 were due by 31 December 2025. Later buildings are due by 31 December of the year they reach the trigger age.
- Repairs must start within 365 days of the county receiving the Phase 2 report. If the owner cannot show that repairs for substantial structural deterioration have started, the structure may be deemed unsafe.
How we handle structural recertification in Palm Beach County
Palm Beach County does not run a 40-year recertification of the Miami-Dade or Broward kind on its milestone page; the county applies the state milestone inspection to condo and co-op buildings three stories or more. Boards that hear the word recertification are usually being asked for that milestone inspection, or are in a city such as Boca Raton with its own program.[1][2]

Permits in Palm Beach County
- Palm Beach County Building Division: Milestone inspection notices and filings for unincorporated Palm Beach County
Who may sign it

- Miami-Dade threshold buildings: a qualified structural engineer, with a self-qualification letter and proof of structural specialisation
- Miami Beach threshold buildings (over 3 stories or 50 feet, or large assembly): a Florida-licensed structural engineer
- Miami Beach non-threshold buildings: an architect or engineer
Filing in the City of Miami
The City of Miami takes reports through iBuild and ProjectDox with strict file names (RC-S for structural). Buildings built in 1982, 1983 or 1984 shown as overdue cannot use the online process. Filing the report gives 60 days to obtain repair permits without a violation.[7]
Structural glazing on threshold buildings
Miami-Dade requires structural glazing recertification every 5 years for threshold buildings, with a fee of $380.90.[5]
