The short answer
Since 2023 there is no automatic 25-year rule for buildings within 3 miles of the coast. The local enforcement agency may decide that local circumstances, such as proximity to salt water, require the first milestone inspection by 31 December of the year the building turns 25, then every 10 years (s. 553.899(3)(b)). Several South Florida departments kept a 3-mile line, while Tampa and Pinellas County use 30 years, and Cape Coral says none of its buildings is within 3 miles of the coastline.

What changed in 2023?
SB 4-D (2022) made 25 years automatic for buildings within 3 miles of a coastline. SB 154 (2023) replaced that with the local enforcement agency's decision based on local circumstances such as proximity to salt water. Many guides, and some search answers, still quote the old automatic rule.[2][3][1]
