The short answer

Recertification in the City of Miami includes a parking lot illumination certificate where the building has a parking lot, and the City of Miami Beach has separate forms for parking lot guardrails and parking lot illumination (City of Miami and City of Miami Beach recertification pages). Leaving them out is a common reason a filing is incomplete.
