Yes, within limits. For a budget adopted on or before 31 December 2028, if the association completed a milestone inspection in the previous 2 calendar years, the board may, with approval of a majority of the total voting interests, pause or reduce reserve contributions for no more than two consecutive annual budgets to fund the milestone repairs. A SIRS is then required before contributions resume (s. 718.112(2)(f)2.e).
Milestone repairs and reserve contributions compete for the same owners' money. Since HB 913, the law gives boards a short window to put repairs first.
The conditions
All of these must be true [1]:

- The budget is adopted on or before 31 December 2028.
- The association completed a milestone inspection within the previous 2 calendar years.
- A majority of the total voting interests approves.
- The money is used to fund repairs recommended by the milestone inspection.
- The pause or reduction lasts no more than two consecutive annual budgets.
- The association is not developer controlled, not owner controlled for less than a year, and not controlled by bulk assignees or bulk buyers.
What happens after
The association must have a SIRS performed before reserve contributions continue, to set its reserve funding needs and a funding plan [1]. Plan that study into the timeline from the start.

Is it a good idea?
That depends on your building. Pausing reserves can make urgent repairs affordable now, but it leaves less in reserve later and may mean bigger contributions when the next SIRS is done. Compare it with a loan or line of credit, which also needs a majority of the total voting interests. Our reserve funding rules guide sets out the options, and we can help the board model them with the professional who prepares your funding plan.

Frequently asked questions
Can a developer-controlled association use the pause?
No. It does not apply to developer-controlled associations, associations where owners have been in control for less than a year, or associations controlled by bulk assignees or bulk buyers.
Is this the same as delaying the SIRS?
No. The pause is about reserve contributions. A separate rule lets an association delay a required SIRS for up to 2 budget years after a milestone inspection, subject to the 31 December 2026 outside date.
