HB 913, approved on 23 June 2025 and mostly effective 1 July 2025, set the SIRS deadline at 31 December 2025 with a 31 December 2026 outside date for associations doing the SIRS with a milestone inspection, let associations fund SIRS items with loans and lines of credit, created a reserve pause for budgets to 2028, and required written bid disclosures and local repair ordinances (ch. 2025-175, Laws of Florida).
HB 913 passed 112 to 0 and was approved by the Governor on 23 June 2025 [2][1]. Sixteen months later, these are the changes boards deal with most.
The SIRS deadline and the 2026 outside date
Associations existing on or before 1 July 2022 had until 31 December 2025 to complete a SIRS. Those with a milestone inspection due by 31 December 2026 may complete the SIRS with it, but in no event after 31 December 2026 [3]. That date is now about nine weeks away; see the SIRS deadline guide.
Loans and lines of credit
SIRS items may be funded by regular or special assessments, lines of credit or loans, the last three with a majority of the total voting interests. A loan or line of credit must cover previously waived or unfunded reserves and be disclosed to owners and buyers [3].

The reserve pause
For budgets adopted on or before 31 December 2028, owners may pause or reduce reserves for up to two budgets to pay for milestone repairs if a milestone inspection was completed in the previous 2 years. A new SIRS is required before contributions resume [3].
Disclosures and repair ordinances
Engineers and architects bidding on a milestone inspection or a SIRS must disclose any intent to bid on the repairs, and repair bidders must disclose interests in the inspection firm. Every county and city must adopt an ordinance on repair timing, with repairs commencing within 365 days of a Phase 2 report [4][3].

What did not change in 2026
The 2026 session passed only a reviser's bill, ch. 2026-14, which corrected cross-references in s. 718.112 [5]. If your board is waiting for the Legislature to move the SIRS date, it has not.

Frequently asked questions
Is HB 913 still the current law?
Yes. The 2026 session made only a technical cross-reference correction to s. 718.112, and the two broad community association bills died.
What is the biggest HB 913 deadline still ahead?
31 December 2026, after which no SIRS may be completed.
