Florida building departments reported 903 Phase 2 milestone repair permit applications for 2024 and 2025. The average permit value was $337,229 in 2024 and $496,236 in 2025, and values ran from under $1,000 to $30 million, with concrete, electrical and structural repairs the most common (OPPAGA Report 26-04, July 2026).

How much do Phase 2 repairs cost?

OPPAGA, the Legislature's research office, collected milestone data from local building departments under s. 553.899(13), including "the number, type, and value of permit applications received to complete repairs required by a phase two milestone inspection" [2][1]. These are the results.

What does that mean for a board?

  • More than a third of 2024 permits (251 of 671) were for $25,000 or less. Many Phase 2 findings lead to targeted repairs.
  • 56 of 671 permits in 2024 (about one in twelve) and 30 of 232 in 2025 (about one in eight) were over $1 million. Those are the projects that need special assessments or loans.
  • The average rose by almost half between 2024 and 2025, from $337,229 to $496,236 [1].

What drives the cost?

  1. What testing finds. Phase 2 may be as extensive as needed to assess the distress and recommend a repair program [2].
  2. Type of repair. OPPAGA found concrete, electrical and structural repairs most common [1].
  3. Access. Swing stages, scaffolds and shoring on tall buildings add cost.
  4. Timing. Repairs must commence within 365 days of the Phase 2 report [2], which limits how long a board can wait.

How do boards pay for it?

See our guide to special assessments and funding. In short: special assessments, loans and lines of credit each need a majority of the total voting interests, and a reserve pause after a milestone inspection is possible for budgets adopted on or before 31 December 2028.

Frequently asked questions

Is the permit value the full cost of repairs?

It is the value on the building permit application the department reported. Engineering, testing, owner relocation and financing costs may sit outside it, so treat it as a guide to scale.

Why are there fewer 2025 permits?

OPPAGA's 2025 figures come from fewer reporting jurisdictions (64% responded for 2025, 71% for 2024), so the 2025 count is not a full picture.

How soon must repairs start?

Within 365 days of the Phase 2 report, and sooner if your local ordinance says so.
